ILC was founded by Kenneth Tomkins, Seattle businessman, chess master, and visionary. While proprietor of the English School, a Seattle ESL school, he noticed a remarkable demand for ESL and language teaching materials. He saw that this demand could be tied into the potential of the Internet, which he accomplished with the help of his friend and partner John Pepon, who supplied essential technical ability and hard work.
Julie Lucas founded and ran the English School with Kenneth Tomkins and continues to work in sales and development at ILC. Ms. Lucas graduated from Evergreen University in 1990 with a degree in Foreign Studies and also studied at Hebrew University in Jerusalem.
